Ben karakter kodlaması sorunu şu, her nasılsa benim veritabanında (UTF8) göstermek aşağıda kodu ve çıkışları 2 örnek dizeleri ve nasıl çıktı, farklı bir karakter kodlaması ile verileri kaydetmek başardı var. 1 tanesi UTF8 için değiştirilmesi gerekir ve diğer zaten.

How do/should I go about checking if I should encode the string or not? e.g. I need each string to be outputted correctly, so how do I check if it is already utf8 or whether it needs to be converted?

Ben, mysql myisam tabloları PHP 5.2 kullanıyorum:
